Washington, D.C. -
Monday night congress left Capital Hill failing to pass legislation which has forced the federal government to begin closing its doors and shutting down Tuesday morning.
To kick things off, NASA is celebrating its 55th anniversary, which is today, by telling 97% of its employees to stay home, without pay.
Just before midnight last night the White House Office of Management and Budget ordered agencies to implement their shutdown plans, making this the second time since 1995 the federal government is shutting down. In 1995 the government was closed for 21 days.
